The Instrument Engineer is responsible for instrument engineering design, managing project scope, and developing engineering contracts for various instrumentation and control systems within the plant project.
• Accountable for instrument engineering design, managing scope, and developing project engineering contracts as Invitation to Bid (ITB) documents for all field Instrumentation, Control valves, Analyzers, On-off valves, Safety relief valves, DCS, ESD, and FGS systems.
• Prepare ITB (Invitation to Bid) / Terms of Reference (TOR) packages, provide technical clarifications, and conduct Technical Bid Evaluations (TBE).
• Generate and maintain project reports, status updates, and records to track project progress and performance.
• Oversee project management activities including project justification, budget estimation, work scheduling, engineering design, material selection, HAZOP (Hazard and Operability Study) participation, and cost control.
• Demonstrate strong knowledge, understanding and perform check of PFD (Process Flow Diagrams), P&ID (Piping and Instrumentation Diagrams), plant layout, equipment data sheets, and drawings for all field Instrumentation, Control valves, Analyzers, On-off valves, Safety relief valves, PLC, DCS, ESD, and FGS systems.
• Select, evaluate, and register contractors and vendors, ensuring they meet project requirements and standards.
• Understand construction availability and coordinate with the construction team and EPC (Engineering, Procurement, and Construction) contractors.
• Develop, maintain, update, and manage project schedules. Interface with the Project Management Team (PMT) to develop, monitor, and control plant schedules, ensuring full integration with smaller projects.
• Issue Purchase Requisitions (PR), monitor and track PR and Purchase Order (PO) statuses, and expedite with the procurement team.
• Provide project closeout reports and execution performance evaluations to secure approval.
• Develop and maintain project management procedures, including cost estimation processes.
• Develop cost estimates and conduct cost estimate reviews to ensure accuracy and alignment with project budgets.
• Supervise and support construction, installation, commissioning, and start-up activities.
• Promote and support Safety, Health, and Environment (SHE) initiatives to ensure compliance with safety standards and regulations.
• Ensure compliance with engineering specifications and quality standards throughout the project lifecycle.
• Bachelor's or Master's degree in Instrumentation Engineering.
• Minimum of 3 years of experience in Instrument engineering, preferably within the oil & gas or petrochemical industry.
• Experience in design, installation, commissioning, and maintenance of instrumentation systems.
