About this position

The Purchasing Manager / Assistant Manager will oversee the Purchasing Department, ensuring efficient procurement processes and compliance with company policies and quality management systems.

Responsibilities

• Supervise, guide and train Purchasing staff.
• Maintain staff discipline and general welfare.
• Review and improve the existing system including coaching & develop Staff.
• Assist Senior Manager Procurement to enforce and achieve company’s and department policies, goals and KPIs.
• Assist Senior Manager Procurement to maintain and develop dept Quality Management Systems (ISO 9001, ISO 14001, ISO 50001, OHSAS 18001)
• Evaluate the current supply base for major commodities and develop new or existing supplier to support future requirements.
• Manage the Purchasing Dept. to purchase materials and equipment for yard’s operation efficiently.
• Establish sourcing & bidding plan for all services under Purchasing Dept.
• Establish and manage contract management for Purchasing Dept.
• Establish tariff rates and review timely.
• Ensure Purchasing’s price is reasonable, and quality is in accordance with the standard requirement. Negotiate prices and claims with supplier.
• Review and improve department procedures and systems periodically.
• Other duties assigned by Senior Manager

Requirements

• Bachelor of Business Administration or B. Eng. In any field or related field.
• Minimum 5 years’ experience in Purchasing – Spare parts, MRO, CAPEX from steel fabrication business, Ship repairs, Oil & Gas, manufacturing business with an engineering background is plus.
• Experience with Procurement digital platform, ERP system such as Oracle, SAP or other.
• Must be familiar to MS Project, MS Excel, MS Word.
• Good written & spoken English.
