Engineering Project Engineer/Manager
About this position
The Engineering Project Engineer/Manager is responsible for overseeing engineering projects from concept through to commissioning, ensuring adherence to project schedules, budgets, and quality standards.
Responsibilities
• Concept engineering in support of the Terminal Asset Master Plan up to Project Development Request preparation.
• Concept engineering in support of concept selection and development of the Basis for Design.
• Execute Front End Engineering Design (FEED) to develop the Basic Design & Engineering Package, if required.
• Transition projects that were developed to the SELECT phase and continue development and execution from the design phase through commissioning and start-up.
• Hold a First Contact Meeting (FCM) with key stakeholders at the start of DEFINE to agree and document a scaled approach to relevant COMPANY processes for each PROJECT.
• Provide project management services that include the overall coordination for the realization and completion of the PROJECTS, including management and supervision of CONTRACTORS.
• Provide planning and scheduling, cost control, change control, progress measurement, and risk management for the PROJECT portfolio and for individual PROJECTS.
• Ensure that the SCOPE is progressed and completed in accordance with the project schedule and budget and to meet or improve upon other stated objectives, in accordance with the KPIs defined at the portfolio level.
• Develop, administer, direct, and control the SCOPE in a transparent and equitable manner in accordance with the HSSE Control Framework.
• Provide office-based construction assurance and quality assurance support in accordance with COMPANY processes and procedures.
• Provide project management services for pre-commissioning, handover, and startup support, including management of punch lists, performance testing, and closeout, planning for the transition from construction to commissioning to start-up (including HSE), and preparation and support for start-up, including performance testing (HAZOP Closeout, PSSR, SoF (Statement of Fitness), etc.).
Requirements
• Master’s degree in Engineering is preferred.
• 5 to 10+ years of experience in oil and gas in a terminal/depot environment in brownfield projects.
• Direct experience as a project manager/technical lead for projects such as tank construction and refurbishment, gantry loading, terminal automation systems, and vapor recovery units.
• Accreditation by third-party independent bodies such as PMI/APM, etc.
• Knowledgeable about construction safety requirements.
