About this position

The Supply Chain Officer is responsible for supporting the effective and efficient management of IRC's assets and procurement activities, ensuring compliance with IRC policies and donor regulations. The position will mainly focus on asset management and supporting procurement activities to meet programmatic and operational needs.

Responsibilities

• Perform asset and property registration, maintain Asset Database Management records in coordination with the supply chain in the field and ensure that the data is up-to-date and accurate.
• Perform the year-end and grant-end asset count exercises.
• Support asset needs assessment and Asset Count exercise, and prepare comprehensive reports, including recommendations for asset disposal or repair.
• Coordinate for asset disposal processes in adherence to IRC and donor guidelines.
• Maintain an organized filing system for both physical and electronic documents.
• Support implementation of all IRC procurement Standard Operating Procedures.
• Review and process approved Purchase Requests/Item Forecasts to provide the goods or services on time and completion of delivery.
• Prepare bid analysis and required documents for approval.
• Demonstrate value for money in procurement.
• Support the supplier evaluation and the agreement renewal in time.
• Maintain supplier files and documentation.
• Conduct procurement due diligence, supplier site visits, supplier background checks and implement any other fraud prevention methods.
• Maintain up-to-date price lists for products and services.
• Monitor procurement tracking systems to ensure the timely delivery of goods and services.
• Ensure all asset and procurement documentation is properly filed, archived, and readily accessible for internal and external audits.
• Ensure compliance with IRC Global Supply Chain Policies, donor regulations, and local laws.
• Collaborate with program and operational teams to effectively meet asset and procurement requirements.
• Address challenges in asset management and procurement processes, offering solutions.

Requirements

• Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
• Minimum of 2 years of experience in supply chain management, procurement, or asset management.
• Strong understanding of procurement processes and asset management principles.
• Excellent organizational skills and attention to detail.
• Proficient in Microsoft Office Suite and experience with asset management software.
• Strong communication and interpersonal skills.
• Ability to work independently and as part of a team.
• Knowledge of donor regulations and compliance requirements is an advantage.
• Fluency in English, both written and spoken.
