Hongsa Power Co.,Ltd is a joint venture US$3.7 billion, 1,878 MW lignite-fired power plant in Hongsa District, Sayabouly province, The business is a lignite mining and electricity generation facilities on a 70 square km, more than 300 km from Vientiane Capital yet only 35 km from Nan province, Thailand. The power plant will have 3 units, 626 MW each, and it is expected to start commercial operation by 2015. Hongsa Power Co.,Ltd is a shared enterprise from Ratchaburi Holding with 40%, Banpu Power Co., Ltd. with 40% and LHSE with 20%. The company is a result of a effort to address the increases in demand for electricity as well as to stimulate the socio – economic development.

About this position

Responsibilities

• Implement and evaluate safety action plans, programs, and campaigns to comply with the safety requirements for Mining and Mine Contractors, e.g.
- ISO 45001:2018
- Safety obligations; CA, laws, and regulations
- Safety International Standards; IFC, OSHA, NFPA, ACGIS
- HPC WPs/ WIs
• Implement and monitor for safety promotion.
• Verify the Contractor’s SHE‐related documentation before submitting to Corporate Safety i.e. contractor’s EMP, Bi weekly and monthly inspection report, accident and investigation report, site permit requisition, contractor’s procedure etc.
• Implement and analyze the safety workplace monitoring for Mining and Mine Contractors as parameter to conduct i.e.
- Illumination
- WBGT (Wet Bulb Globe Temperature)
- Noise
- Reparable dust
- Radiation
- Chemical
- Vibration
• Identify hazard identification, risk assessment for mining activities to ensure that all hazards and risks are revealed and mining staff are aware and understand their risks and can work safety
• Perform internal audit the safety performance according to the safety management system to ensure continual improvement opportunities.
• Implement and conduct the emergency preparedness and response for Mining and give advice/consult to Mine contractors
• Implement and maintain the emergency equipment of mining
• Perform the safety inspection in Mining area

Requirements

• Bachelor’s degree or higher of Science in Occupational Health and Safety, or related field
• Have TOEIC score s more than 500 scores
• 3-5 years of work experience in safety technical, safety management, safety workplace monitoring, preferable in mining operation or energy sector
• Proactive, watchful and good coordination skill with attention to details
• Good command of English and computer skill, especially Microsoft Office.
• Proficient or knowledge in ISO 45001 - Occupation & health and safety management system (Auditor/Lead Auditor certification) and experience with mining industry and international safety standards would be an advantage
